What now? During the Kentucky Association of Chiropractors Annual Convention on April 25, 26 & 27, 2008 in Frankfort, we will have a planning session to prepare our next step. Please plan to attend. We need your input.

KRS 304.17A-175 Equal Co-Payment Law

The KAC had many communications with the Office of Insurance and the Legislative Research Commission concerning the intent of this law. The administrative regulation (see below) to the copayment bill was withdrawn meaning the statute will be enforced by the Office of Insurance as originally intended. Effective for new policies and policies renewed AFTER July 12, 2006 an insurer can not impose a greater copayment or coinsurance for chiropractic services than those charged for the services of a physician or osteopath.

If you have evidence of a patient paying a greater co-payment for services please contact the administrative office at kac@thekac.org or 270-422-7995. Make sure the claim you are questioning is from a new or renewed policy after July 12, 2006. You may have to contact the employer for this information if the patient does not know the effective date of the policy. (1-07)

Kentucky Administrative Regulations

August 2006-Current Kentucky Statutes are subject to Administrative Regulations. These regulations are intended to clarify the meaning of a law, and sometimes, the regulation can change the entire meaning or intent of a law. Most every law on the books has a regulation. Regulations are written, primarily, by the agencies and departments responsible for enforcing the law. The KAC is monitoring several regulations concerning chiropractic and we may be contacting you to assist us in our endeavor to change regulations.

Legislative Affairs

Together, Doctors of Chiropractic across the state can have a huge impact on the direction of health care in Kentucky. But we all must have the ear of the decision-makers in Frankfort. Legislators are the ones who make the policy decisions that affect your patients and your business. They need to know if their decisions have a positive or negative impact on you. Is your relationship good enough that the decision-maker from your area will call you and ask your opinion on pending health care legislation?

Lobbying Activities

Donna Brown is the KAC lobbyist and worked tirelessly for the KAC during the 2006, 2007 and 2008 General Session. Without her efforts, HB 418 would not have passed and many other bills detrimental to chiropractic may have passed. She is a valuable asset to the KAC and to all Kentucky Chiropractors. As we are busy earning a living in our practices, the profession relies upon Ms. Brown to represent our interests in Frankfort throughout the year. This invaluable service is not free. The KAC has a program entitled Once- A-Month Club to pay for our lobbyist. All we ask is that each chiropractor contribute the dollar equivalent of one adjustment each month.
